NOGALSS seeks through a 7-point aims and objectives to empower the citizenry through well-thought-out literacy advocacy for their all-round development.

1. To complement Government’s efforts at all levels in the provision of functional Mass Literacy, Adult and Non-Formal Education.
2. To coordinate the activities of NGOs, Private Voluntary Organization (PVOs), Volunteers and Individuals involved in the delivery of Mass Literacy, Adult and Non-Formal Education.
3. To assist the country to achieve its targeted literacy level and thus rank among the highest literate countries of all developed Nations through economic empowerment, employment generations, agricultural activities, multi-purpose cooperative societies, skill acquisitions, amongst others such activities that could help humanity.
4. (a) To collaborate with National and International Agencies to facilitate Institutional and capacity bbiding of Member Organisations.
   (b) To collaborate and partner with all entities that are in the field of Mass Literacy, Adult and Non-Formal Education in Nigeria.
5. To provide a Forum for collaboration among NGOs, PVOs, National, International Agencies, Federal, State and Local Government in the implementation of Literacy Programmes.
6. To develop and maintain the National Directory of all relevant NGOs and Private Organizations in the field of Mass Literacy, Adult and Non-Formal Education in Nigeria.
7. To establish State, Local Government, Ward branches, for the purpose of reaching the grass-roots.
